This is probably a view of Kern County taken near Bakersfield CA. Reproduced in Maurine St Gaudens' magisterial 4 volume work, Emerging From The Shadows, a Survey of Women Artists Working in California , 1860 -1960. Can be seen on pp 514-515.
Measures 17 1/2" x 23 1/2", frame is 23" x 28 1/2".
Born on March 3, 1903, Effie Lillian Harris received her B.S. from UC Berkely in 1940. Trained in nursing she worked for many years asa school nurse at the Bakersfield High School. Her art training may have been received in classes conducted at The University of Alberta in Banff under the artists A.Y. Jackson, J.W.G. MacDonald, and James Dichmont. She was a founding member of the Bakersfield Art Association, often holding various offices in the organization. In 1945 she married fellow artist Ellis Alexander Howen and, while maintaining ties with Bakersfield, they would settle eventually in Orange County in the 1960s. She exhibited extensively in California from the 40s to the 80s. She passed away in Riverside CA on September 29th, 1985.
